133 <br /> identifies parcels for redevelopment and compatible, non-residential development. <br /> The proposed use is consistent with existing non-residential development in the area <br /> including storage of goods and warehouses. Standards contained in the UDO, <br /> including landscaping and setbacks, will allow the use to be buffered from neighbors <br /> and prevent negative impacts. The activity and impact of this use will be limited to the <br /> property, generating low volumes of traffic and minimal lighting and noise. The site <br /> will be developed with all applicable development standards from the Orange County <br /> UDO to protect neighboring residential properties and minimize land use conflicts. In <br /> addition, the termination of the existing go-kart use as a condition of approval will <br /> address offsite impacts related to noise, lighting, pollution, and traffic. <br /> Land Use Goal 6: A land use planning process that is transparent, fair, open, <br /> efficient, and responsive. <br /> Staff Comment: The Orange County staff has noticed the public regarding this <br /> application, as required by Sections 2.8.7, 2.9.1(D), and 2.9.2 of the UDO, including a <br /> required Neighborhood Information Meeting, mailings to neighboring property <br /> owners, posting of the property, and advertisement in the local newspapers. <br /> Additionally, staff have provided all application documents on the Active Development <br /> Projects webpage. <br /> d. NC Highway 57 Small Area Plan Study <br /> Staff Comment: The proposed Zoning Atlas Amendment is consistent with the goals of <br /> the 2030 Comprehensive Plan and the NC Highway 57 Small Area Plan study. The Small <br /> Area Plan called for expanding economic development opportunities in the Little River <br /> Township along NC Highway 57 and Mile Branch Road near the existing Orange County <br /> Speedway. In addition, the rezoning request has met the Review Procedure standards of <br /> the Small Area Plan. <br /> e. The amendment is reasonable and in the public interest because it furthers the goals of <br /> the adopted Comprehensive Plan and is located in an area designated on the Future <br /> Land Use Map as "Agricultural Residential". <br /> The Planning Board hereby adopts this Statement of Consistency and the findings <br /> expressed herein and recommends the Board of County Commissioners consider adoption <br /> of the proposed Zoning Atlas Amendment. <br /> Vote: � For, Against <br /> 130 -2 <br /> Lam Pro or, Chair Date <br />
