going to happen. Can we make sure that the stormwater stays on site and there's retention ponds
and a rainwater garden and more sustainable practices than what I'm seeing as actually
implemented.What can we do?

Cy Stober: Just a reminder, and Ashley covered this in her initial slides that conditional zoning is, any
conditions that are imposed upon the property and any approval are those that are mutually
agreed upon by the applicant and the County ultimately. This is a negotiation, and between
Mr. Chandler and the Planning Board on behalf of the County and eventually the Commissioners.
This is an active discussion and dialog, and any concerns that the Board may have would be
appropriate to bring up as a point of negotiation and discussion. I think the other thing is if there is
a condition that any Board member feels is fundamental to the nature of the project, if it is a
reasonable land use consideration it could be grounds for a recommendation of denial, or a
recommendation to continue the matter.

Chris Johnston: I'm not here to make excuses or anything for Mr. Chandler. I just want to make sure that 1
understand, you're experience across the street where your family has a lot that did this self-
storage thing and you attempted to follow the statute and attempted to do the non-invasive
grasses or whatever the case may be, and that didn't work out and eventually you had to fall back
to something else. Is that how I understood your take on this previously and your hesitation?

Justin Chandler: The grass is not an issue.

Chris Johnston: Not an issue. Okay.

Justin Chandler: Yeah, that's not an issue at all. Some of the plantings, again, fall within the schedule of the UDO
and what has been provided. And we've made those picks based on that.

Chris Johnston: And again, that comes from your experience in the area next door.

Justin Chandler: Correct.

Chris Johnston: I'm just making sure I understand, from your point of view where this is coming from, because on
this Board, the non-invasive species thing is very important, and I want to make sure that we're
answering that and go from there. I'm going to defer because I started talking over your spot, and
I'm so sorry.

Charity Kirk: It's okay. So, I mean, the North Carolina Wildlife Resources Commission, in their letter talking
about bio retention structures and rain gardens, what do you feel about, I mean you have pervious
gravel, but what is your vision of the landscaping? Can you clarify that again? It sounds like you
want really easy landscaping that you don't have to take care of that just you set it and forget it
and it kind of spreads a little bit on its own.

Justin Chandler: Again, the facility across the road has been in for 13 years now. We have not had any issue with
non-invasive spreading. The entire site is visible from Mile Branch Road and Highway 57. It's
been compared to what was there before. We maintain a high standard of cleanliness. You can
drive through the parking lot. There's not a bit of trash. Once a week we go out there and clean
up the trash, anything that's left behind from any renters. We also have done the adopt a highway
program and clean up that area from the Person County line all the way down to the big
Speedway, which during racing season has quite bit of trash, and just from commercial traffic
comes out of the back of trucks off 18 wheelers, what have you, wherever it comes from. We go
out there and we clean it up to, obviously to be a pillar for the community here of sustainable
practices. This is something that we live around the area, and we're from the community, and we
plan on keeping it nice, and I don't want to put anything out there just because it's easy per se. 1
know that that may be how it came across. That's not it at all. I just don't want it to die.
