Each existing non-residential land use should be held to specific development/re-development <br /> criteria if they choose to take advantage of the sanctioned approval process <br /> for becoming conforming land uses. Any improvements to the existing raceway facilities <br /> or the stone quarry site should take the existing community character and form into <br /> consideration. <br /> 9. Infrastructure management is an important component to allowing for additional <br /> development within the Study Area. No new development should be allowed that <br /> negatively impacts existing infrastructure (i.e. groundwater, traffic generation, etc) unless <br /> an appropriate and viable solution has been approved by the County to mitigate these <br /> conditions. <br /> ENVIRONMENTAL FACTORS <br /> 1- Noise <br /> a. Elimination of Vehicle & Event Noise <br /> i. The Orange County("OC) Kart track formerly hosted racing events and other <br /> motorsport competitions, which can generate significant noise during their <br /> duration. The facility infrastructure was approved for a 500+spectator capacity. <br /> The cheering crowds, public announcements, and disruptive vehicle noises can <br /> disturb the peace of the surrounding neighborhood. With a storage facility in <br /> place,these loud events are no longer conducted, leading to a considerable <br /> reduction in event-related noise pollution. With the elimination of race-related <br /> noise,the number of noise complaints from residents is likely to decrease <br /> significantly. A storage facility, when well-designed and managed, operates <br /> quietly and unobtrusively.This leads to improved neighborly relations and a <br /> more peaceful coexistence between the facility and the community. <br />
