6 <br /> ORANGE COUNTY SCHOOLS <br /> 1/22/2025 <br /> REZONING REQUEST AND SITE PLAN APPROVAL NARRATIVE <br /> FOR CEDAR RIDGE HIGH SCHOOL <br /> The Orange County Schools is seeking a rezoning of the Cedar Ridge High School property from <br /> R-1 (Rural Residential)to NR-CD(Non-Residential—Conditional District).The rezoning will correct <br /> the legal nonconformity of the school being in this zoning district, which was created when <br /> Orange County amended its Unified Development Ordinance (UDO) text in 2021 and disallowed <br /> schools in the R-1 district. Approval of this site-specific zoning application will 1) bring the <br /> property into conformance, recognizing its existing development footprint as site-specific <br /> conditions; 2) allow for improvement of the property within a development envelope; and 3) <br /> create conditions for further school-related improvements to be approved administratively <br /> unless they present a deviation from the zoning standards or are a special use, as defined in the <br /> Orange County UDO. Approval of this zoning application is necessary for approval of all additions <br /> and external improvements to the existing buildings and structures, including the pending <br /> construction of an agricultural building. <br /> Orange County Schools would like to extend their agricultural program to include an agricultural <br /> building. The agricultural program is already in place at the school and so no new students will <br /> be added for this project. The 2,288 sf pole barn shelter will be located 200' east of the existing <br /> school. There is a new pedestrian connection from the existing school entrance to the new <br /> shelter.This will allow the Cedar Ridge HS agricultural program to be more like the one at Orange <br /> High School which has a barn. <br /> Emergency Services to Cedar Ridge High School are primarily provided by Orange County, as the <br /> school lies outside the Town of Hillsborough's incorporated limits; these services will not change <br /> due to new development on campus. Fire and emergency services are primarily provided by the <br /> Orange Rural District, with secondary services provided by the Efland District and Town of <br /> Hillsborough. The police services are provided by the Orange County Sheriff with secondary <br /> service provided by the Town of Hillsborough. <br /> The new building will not have any sanitary sewer facilities as they will be available in the existing <br /> school. An existing water line is present at the site. Both utilities are provided by the Town of <br /> Hillsborough. Power to the site is provided by Piedmont Electrical Coop who will set a new <br /> transformer near the shelter.All solid waste management will be administered by Orange County <br /> Schools and Orange County Solid Waste, as it is at present. <br /> This property is located in the Lower Eno River Unprotected watershed and must comply with <br /> the regulations of the Falls Lake Nutrient Management Strategy. Stormwater has already been <br /> provided to the proposed building site by the addition of a bioretention cell on the north end of <br /> the new site. This was installed during the last construction project at the school which was the <br /> classroom addition. Runoff from the new facility will be treated by this cell; a stormwater <br /> management plan for this application is not warranted. <br /> Page 1of12 <br />
