4
she shared the concern to the advocacy team, and they were grateful to get those comments
and present them to the legislators.
Vice-Chair Hamilton thanked everyone for sharing concerns about the revaluation. She
said they will look at the revenue neutral rate and the needs of the county. She said that they
are in an economic situation where people do not have a lot. She said they need to
communicate clearly what money is being spent upon. She said that as a Board, they do not
determine when or how a revaluation is performed. She said that the state sets the process.
She said that homes in her neighborhood have sold at much higher prices, and that is affecting
the value of her home. She encouraged everyone to review the county website and contact the
Tax Office to get a better understanding of the valuation. She thanked everyone for their
comments, because the Board will use these comments as they balance the budget.
Commissioner Carter thanked everyone for their comments. She said she is looking
forward to her first budget cycle as a commissioner. She said they had a good conversation
with the Town of Carrboro for areas of collaboration, and she said that is one example of
innovation as the county manages lower revenues and state and federal support.
Chair Bedford listed the upcoming revaluation information sessions that the Tax Office is
hosting. She said those are great opportunities for residents to get their questions answered.
4. Proclamations/ Resolutions/ Special Presentations
a. Volunteer Week Proclamation
The Board approved a proclamation declaring April 20-26, 2025, as "Volunteer Week" in Orange
County.
BACKGROUND: National Volunteer Week was enacted in 1974 by President Richard Nixon to
celebrate the spirit of volunteerism and is recognized by states and local governments across
the country. This special week encourages all Americans to seek opportunities to provide
service to their community.
Orange County has hundreds of volunteers that support the missions of County Departments,
including over 250 residents serving on volunteer boards and commissions.
More information on volunteering with Orange County can be found at
https:Horangecountync.gov/3348/Volunteer-for-Orange-County.
Tara May, Deputy Clerk to the Board, introduced the item.
The Board of Commissioners read the proclamation in turn:
ORANGE COUNTY BOARD OF COMMISSIONERS
PROCLAMATION
VOLUNTEER WEEK
April 20-26, 2025
WHEREAS, National Volunteer Week is an opportunity to recognize and honor the impact of
volunteer service and come together to tackle community needs and foster a culture of civic
engagement; and
WHEREAS, experience teaches us that government by itself cannot solve all of our nation's
problems; and
