Property Tax Releases/Refunds <br /> The Board adopted a resolution to release property tax values for eighteen (18) taxpayers with a <br /> total of twenty (20) bills that will result in a reduction of revenue. <br /> d. Resolution to Rescind a County Review Officer Appointment <br /> The Board approved a resolution to rescind one (1) County Review Officer appointment as that <br /> individual is no longer employed by the County. <br /> e. Approval of Professional Services Agreement for Historic Courthouse Square <br /> Building and Grounds Improvements <br /> The Board: <br /> 1) Approved the County entering into a professional services agreement with Joseph K. <br /> Oppermann —Architect, P.A., for the Historic Courthouse Square Building and Grounds <br /> Improvements; and <br /> 2) Authorized the County Manager to execute the Agreement, subject to final review by <br /> the County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board of County <br /> Commissioners. <br /> f. Efland EMS Station Stormwater Operations and Maintenance Plan Agreement with <br /> Orange County (3800 US 70 West, Efland) <br /> The Board: <br /> 1) Approved a Stormwater Operation and Maintenance Agreement with Orange County for <br /> the Efland Emergency Services Station Stormwater Control Measures; and <br /> 2) Authorized the County Manager to sign the necessary paperwork upon final County <br /> Attorney review. <br /> g. Black Maternal Health Week Proclamation <br /> The Board approved a proclamation designating April 11-17, 2025, as Black Maternal Health <br /> Week in Orange County. <br /> h. Native Plant Month Proclamation <br /> The Board approved a proclamation designating April 2025 as "Native Plant Month" in Orange <br /> County. <br /> i. Fair Housing Month Proclamation <br /> The Board approved a proclamation designating April 2025 as Fair Housing Month in Orange <br /> County. <br /> j. Purchase of an Enterprise Licensing Agreement for Geographic Information System <br /> (GIS) Software from Environmental Systems Research Institute (ESRI) <br /> The Board approved and authorized the Manager to sign contract documents with <br /> Environmental Systems Research Institute (ESRI) to expand the County's existing GIS software <br /> agreement to a county-wide enterprise license agreement. <br /> k. VIPER Migration Implementation Assistance Extension <br /> The Board: <br /> 1) Approved the County entering into a general Services Agreement with Federal <br /> Engineering, Inc., for the VIPER Implementation Support; and <br /> 2) Authorized the County Manager to execute the Agreement, subject to final review by <br /> the County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board of County <br /> Commissioners. <br /> 9.
