He said Complete Streets only applies to highway projects.
Commissioner Fowler asked what they mean by "modernize."
Nishith Trivedi said it means bringing roads to current design standards, such as land
width and shoulder width.
Commissioner Fowler asked if the current STIP US 70 Improvement project does not
modernize.
Nishith Trivedi said Transportation Advisory Services (TAS) and staff are recommending
that the US 70 project be submitted as it was before, which includes widening and multi-modal
accommodations. He said the OUTBoard is not recommending the widening but to submit it as
modernization.
Commissioner Fowler asked what the difference is between widening and
modernization.
Nishith Trivedi said it means to bring it up to current standards such as add more
pavement and add more shoulder.
Chair Bedford asked if the county just had a two-year consultant study for US 70.
Nishith Trivedi said yes, and he said he could submit that study as is if the Board wanted
him to.
Commissioner Carter asked why the OUTBoard recommended removing the NC 54
project.
Nishith Trivedi said it was the widening, which could lead to increased demand and more
cars on the road.
Commissioner Carter asked if the final recommendation is to remove those.
Nishith Trivedi said TAS is submitting them as they were approved.
