Orange County Transportation Priority List for SPOT 8 / FY 2027-2036 STIP <br /> The Board approved the resolution for Orange County Transportation Priorities for Strategic <br /> Prioritization of Transportation version 8 (SPOT 8) and the subsequent State Transportation <br /> Improvement Program Fiscal Year 2027 — 2036 (STIP). <br /> BACKGROUND: Every two years, the North Carolina Department of Transportation (NCDOT) <br /> initiates the Strategic Prioritization Office of Transportation (SPOT) process to develop the State <br /> Transportation Improvement Program (STIP) for the next ten (10) years. This process, <br /> conducted in accordance with North Carolina General Statute 136 Article 14B, follows a data- <br /> driven approach to allocating the State's limited financial resources across three (3) funding <br /> categories. These funds are distributed among North Carolina's seven (7) regions, which <br /> encompass fourteen (14) divisions and 100 counties. <br /> Projects submitted for state funding are evaluated based on a structured scoring methodology <br /> that incorporates both quantitative data and local input points: <br /> • Statewide Impact— 100% data-driven <br /> • Regional Mobility — 70% data, 15% Metropolitan Planning Organization (MPO)/Rural <br /> Planning Organization (RPO) points, 15% NCDOT division points <br /> • Division Needs — 50% data, 25% MPO/RPO points, 25% NCDOT division points <br /> Orange County submits the Board of County Commissioners (BOCC)-approved priorities to the <br /> relevant regional TPO/MPOs and RPOs for those boards' consideration (Attachments 1 — 3). <br /> Each MPO and RPO, based on population size and centerline miles, submits a limited number <br /> of projects per transportation mode to NCDOT for scoring. <br /> Key Updates: <br /> • Project list are the same as SPOT 7 with some independent bicycle and pedestrian projects <br /> removed, as they are restricted to local and federal funding sources. <br /> • Highway projects have been consolidated into multimodal initiatives, ensuring alignment <br /> with state and County Complete Streets policy. <br /> Orange County Transportation Services will provide a brief presentation on this round of <br /> multimodal priorities for the BOCC's consideration.
