20 <br /> Slide #18 <br /> FY2025-35 Recommended Capital Investment Plan <br /> • Schedule for Consideration <br /> — Introduction of the Capital Investment Plan April 1 <br /> Work Session on Capital Investment Plan April 22 <br /> Further Consideration through Budget Work Sessions May-June <br /> — Approval of the Operating and Capital Budget June 17 <br /> a ORAN GE �COUN�TY <br /> Commissioner Fowler asked how the pay-go numbers were arrived at and what the <br /> impact would be on planning if they are reduced. <br /> Travis Myren said that one district has $5.3 million in planning, and one has $6 million in <br /> planning. He said if those funds were taken away, they would either not be able to plan or the <br /> county would have to borrow those funds, which reduces the amount available for future school <br /> borrowing. <br /> Commissioner Fowler clarified that they would not be able to plan, and they have <br /> communicated a need for those planning funds. She was asking if it was based on a specific <br /> type of planning is what it was budgeted on. <br /> Chair Bedford referred to slide #10. She said she thought the county would borrow <br /> funds in three different tranches, which appears to have changed. She asked if borrowing did <br /> not happen in FY 2027-28, how would that affect the county's debt capacity. <br /> Travis Myren said now the county knows what the schools project plans cost and when <br /> they want to do them. <br /> Chair Bedford asked how it would look to space the numbers out more across the ten <br /> years or if it does not matter. <br /> Commissioner Fowler asked if the schools understand how long projects take. <br /> Travis Myren said that for example, the Chapel Hill Carrboro City Schools requested two <br /> elementary schools in one year and that he does not know the capacity for them to do that, but <br /> it was in their request. <br /> Chair Bedford referred to the Animal Services project, and asked about requirements <br /> from the USDA, what is part of the county studies, and then the balance. She said that would <br /> show what is optional and could be deferred. <br /> Chair Bedford asked other commissioners to send questions to Travis Myren so staff can <br /> prepare. <br /> Commissioner Fowler asked if it is feasible to acquire so many electric vehicles since <br /> there has been a backlog. <br />
