2 <br /> • Agenda Review Procedures: Advance reviews enhance the quality and focus of <br /> discussions. <br /> • Packet Distribution Timeline: Sending materials at least seven (7) days before meetings <br /> allows board members adequate preparation time, resulting in more productive meetings. <br /> • Guidance for Special Meetings/Subcommittees/Voting: Clear guidance helps navigate <br /> complex situations, maintains procedural integrity, and avoids governance confusion. <br /> 4. Strengthening Member Orientation and Engagement <br /> An improved orientation process ensures that new members understand their roles, <br /> responsibilities, and County policies from the outset. This helps: <br /> • Reduce onboarding time. <br /> • Promote informed participation. <br /> • Cultivate a stronger commitment to the OUTBoard's mission and goals. <br /> These proposed revisions aim to align OUTBoard operations with current County standards and <br /> strengthen board governance and engagement. A track changed version of the OUTBoard <br /> Policies and Procedures document is attached. The OUTBoard Policies and Procedures were <br /> last updated in January 2024 when Board of County Commissioners approved a Youth Delegate <br /> position on the advisory board. <br /> OUTBoard action — April 21, 2025 <br /> The OUTBoard unanimously recommended that the Board of County Commissioners approve <br /> the requested changes. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> OBJECTIVE 1. Identify priorities and resources necessary to implement the Orange <br /> County Transit Plan. <br /> OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> OBJECTIVE 3. Support road projects that address congestion and reduce commute time <br /> using the County' s Complete Streets policy. <br /> OBJECTIVE 4. Coordinate transit investments with municipal and county land use <br /> planning to reduce vehicle miles travelled and to provide more equitable access to <br /> shopping, employment, medical centers, college campuses, etc. <br /> OBJECTIVE 5. Invest in implementing the County' s Safe Routes to Schools plan. <br /> OBJECTIVE 6. Update transportation related plans to provide more multi-modal options <br /> including rural Orange County. <br /> RECOMMENDATIONS: The Manager recommends Board approve the amendments to the <br /> OUTBoard Policies and Procedures document. <br />
