Considering these <br /> updates — and following a review of the Orange Unified Transportation Board's (OUTBoard) <br /> achievements over the past two (2) years — Orange County Transportation Services and <br /> the OUTBoard recommend the following updates to the OUTBoard Policies and Procedures: <br /> 1. Aligning with County Governance Standards <br /> Updating the OUTBoard's Policies and Procedures ensures it aligns with the latest guidelines <br /> approved by the Board of County Commissioners. This update shows the OUTBoard is meeting <br /> new County requirements. <br /> 2. Enhancing Operational Efficiency and Effectiveness <br /> The recommended revisions focus on improving the OUTBoard's structure and internal <br /> processes: <br /> • Stakeholder List Maintenance (Section I.C.3): Keeping an up-to-date stakeholder list <br /> ensures efficient communication and engagement with community partners, agencies, <br /> and interested residents. <br /> • Revised Board Composition (Section 111.13): Update the board to eleven (11) voting <br /> members and adding another Youth Delegate promotes diversity, brings fresh <br /> perspectives, and allows greater representation of the community. <br /> • Attendance Notice Requirements (Section III.C): Aligning attendance policies ensures <br /> accountability and prevents disruptions due to unclear expectations, helping maintain a <br /> consistent quorum. <br /> 3.
