4
1 Vice-Chair Hamilton thanked everyone for sharing concerns about the revaluation. She
2 said they will look at the revenue neutral rate and the needs of the county. She said that they are
3 in an economic situation where people do not have a lot. She said they need to communicate
4 clearly what money is being spent upon. She said that as a Board, they do not determine when
5 or how a revaluation is performed. She said that the state sets the process. She said that homes
6 in her neighborhood have sold at much higher prices, and that is affecting the value of her home.
7 She encouraged everyone to review the county website and contact the Tax Office to get a better
8 understanding of the valuation. She thanked everyone for their comments, because the Board
9 will use these comments as they balance the budget.
10 Commissioner Carter thanked everyone for their comments. She said she is looking
11 forward to her first budget cycle as a commissioner. She said they had a good conversation with
12 the Town of Carrboro for areas of collaboration, and she said that is one example of innovation
13 as the county manages lower revenues and state and federal support.
14 Chair Bedford listed the upcoming revaluation information sessions that the Tax Office is
15 hosting. She said those are great opportunities for residents to get their questions answered.
16
17 4. Proclamations/ Resolutions/ Special Presentations
18 a. Volunteer Week Proclamation
19 The Board approved a proclamation declaring April 20-26, 2025, as "Volunteer Week" in Orange
20 County.
21
22 BACKGROUND: National Volunteer Week was enacted in 1974 by President Richard Nixon to
23 celebrate the spirit of volunteerism and is recognized by states and local governments across the
24 country. This special week encourages all Americans to seek opportunities to provide service to
25 their community.
26
27 Orange County has hundreds of volunteers that support the missions of County Departments,
28 including over 250 residents serving on volunteer boards and commissions.
29
30 More information on volunteering with Orange County can be found at
31 https://orangecountync.gov/3348/Volunteer-for-Orange-County.
32
33 Tara May, Deputy Clerk to the Board, introduced the item.
34
35 The Board of Commissioners read the proclamation in turn:
36
37 ORANGE COUNTY BOARD OF COMMISSIONERS
38 PROCLAMATION
39 VOLUNTEER WEEK
40 April 20-26, 2025
41
42 WHEREAS, National Volunteer Week is an opportunity to recognize and honor the impact of
43 volunteer service and come together to tackle community needs and foster a culture of civic
44 engagement; and
45
46 WHEREAS, experience teaches us that government by itself cannot solve all of our nation's
47 problems; and
48
49 WHEREAS, volunteering one's time, talents, and resources has been an integral part of our
50 heritage since the early days of our nation; and
51
