104 <br /> commuter services to County residents. Orange County Transportation Services was awarded$1.7 million <br /> in COVID-19 grant funding to support operating and capital requirements. <br /> Air transportation is provided by various major, commuter and commercial airlines at the Raleigh- <br /> Durham International Airport("RDU"), approximately ten miles from the County. RDU is serviced by 19 <br /> airlines. Approximately 15.5 million people boarded or deplaned aircraft at this airport in calendar year <br /> 2023, as compared to 14.5 million passengers in calendar year 2022. RDU currently has non-stop service <br /> to 47 domestic and 10 international destinations. <br /> Rail freight service is provided by Norfolk Southern Railway. Railway passenger service is <br /> provided by Amtrak through its terminals located in Durham, Cary and Raleigh. <br /> Human Services <br /> Social Services Programs. Social Services programs are provided for by a combination of federal, <br /> state and local funds. Among the programs provided are: Work First, Temporary Aid to Needy Families <br /> Child Protective Services, Daycare Administrative, Foster Care, Energy Assistance, Medicaid, Child <br /> Support Enforcement and programs for the elderly. The Department of Social Services has received <br /> $318,680 in COVID-19 Grants to support various human service requirements. <br /> Housing Programs. The Department of Housing and Community Development has been awarded <br /> $8.7 million in CARES Rounds I and 2 funds, CDBG-CV, ESG-CV, HUD and NCORR Hope grants. <br /> These funds have supported the County's Housing Stabilization programs which include emergency rental <br /> assistance, eviction mitigation, housing vouchers and landlord incentives. The County has coordinated its <br /> housing response with the Towns of Carrboro, Chapel Hill and Hillsborough. <br /> Health Programs. The County provides environmental, sanitation, family planning, dental and <br /> nursing services throughout the County. Clinics are offered in the towns of Hillsborough and Chapel Hill <br /> and in the public schools. The County has access to the services of the schools of medicine, dentistry, <br /> nursing and public health at The University of North Carolina at Chapel Hill and the University Hospitals, <br /> as well as Duke University Medical Center and a U.S. Veterans Administration Hospital within five miles <br /> of the County. No County investment in hospital or major medical facilities is anticipated. The County <br /> Health Department received $1.4 million in COVID-19 funds to support contact tracing and vaccine <br /> distribution throughout the County. <br /> Mental Health Programs. The County currently provides funding for mental health, development <br /> disabilities, and substance abuse services through Alliance Healthcare, a Managed Care Organization. On <br /> February 16, 2021, the Board of Commissioners approved a Local Management Entities/Managed Care <br /> Organizations (LME/MCO)Disengagement Plan to transition the management of Medicaid and uninsured <br /> behavioral health and intellectual/developmental disability (I/DD) services from Cardinal Innovations <br /> Healthcare to Alliance Healthcare. The County, Alliance Healthcare and Cardinal Innovations Healthcare <br /> are implementing a Continuity of Services Plan to ensure a seamless transition for stakeholders. The <br /> transition to Alliance became effective January 1,2022. <br /> Other Human Services.In addition to social service,health and mental health programs,the County <br /> provides agricultural services, housing and community development services, library services aging <br /> services, criminal justice resources and support to various private non-profit agencies located within the <br /> County. <br /> Parks, Recreation and Open Space. The North Carolina Department of Natural and Cultural <br /> Resources works to conserve and manage the natural and cultural resources of the County. Included within <br /> 33 <br />
