6 <br /> Consortium's goals forth e next five years and details the initiatives to promote safe, decent, and <br /> affordable housing, improve living environments, affirmatively further fair housing, enhance public <br /> services, and expand economic opportunities, all primarily benefiting low-and moderate-income <br /> residents. <br /> This Consolidated Plan reflects a collaborative effort, involving Consortium members, community <br /> residents, social service agencies, County and Town officials, housing providers, and other relevant <br /> stakeholders. <br /> The consolidated planning process was conducted through public meetings, stakeholder <br /> interviews, resident surveys, statistical analysis, and a review of prior community development <br /> plans. Key elements of the process included analyzing HUD's latest Comprehensive Housing <br /> Affordability Strategy(CHAS) data,which offers detailed insights into housing needs, along with the <br /> 2018-2023 American Community Survey Estimates and the 2020 U.S. Census.This data provided <br /> the most current information to evaluate housing, homelessness, social services, economic <br /> development, and other related needs. <br /> The Orange County HOME Consortium is allocated $367,013.59 in HOME funds for FFY 2025/PY <br /> 2026.This represents a decrease from the$374,851 awarded at the beginning of the previous five- <br /> year planning period and a significant drop from the$728,277 received in FFY 2010. <br /> Summary of the objectives and outcomes identified in the Plan <br /> The Consolidated Plan will guide the Orange County HOME Consortium and the Town of Chapel Hill <br /> in the use of HOME funds for housing and community development initiatives. Based on the <br /> Housing Needs Assessment, Market Analysis, and community and stakeholder input received <br /> during the planning process,the Strategic Plan portion of the Plan establishes the following <br /> priorities: <br /> • Expand Affordable Rental Housing for Low-and Moderate-Income Households(Tenant- <br /> Based Rental Assistance, Repair and Rehabilitation) <br /> • Preserve and Rehabilitate Existing Affordable Housing Stock to Prevent Displacement <br /> (Tenant-Based Rental Assistance, Repair and Rehabilitation) <br /> • Increase Permanent Supportive Housing and Housing for Special Needs Populations <br /> (Tenant-Based Rental Assistance,Acquisition/Development) <br /> • Neighborhood Revitalization and Essential Community Services (CDBG only) <br /> The goals and outcomes associated with each of these priorities are detailed in the Strategic Plan. <br /> Evaluation of past performance <br /> The Orange County HOME program has regularly met the performance standards established by <br /> HUD, including submission of its Consolidated Annual Performance Evaluation Report(CAPER) <br /> each year,which assesses the degree to which the County met the goals established in the prior <br /> year, and meeting the applicable HOME activity limitations, set-asides, and match requirements. <br /> 3 <br />
