Participating Jurisdictions identify the housing activities that best address <br /> local needs.To achieve this, HOME-assisted properties are subject to an affordability period, <br /> ensuring they remain accessible to low-income households, alongside income eligibility <br /> requirements for tenants. <br /> As a condition of receiving HOME and CDBG funds, HUD mandates that jurisdictions submit a Five- <br /> Year Consolidated Plan.This Plan outlines a comprehensive strategy for leveraging federal and <br /> other resources to create affordable housing opportunities. It includes an analysis of community <br /> needs, available resources, housing priorities, and proposed activities under the HOME program for <br /> all of Orange County, as well as CDBG-specific initiatives for Chapel Hill.The Plan sets the <br /> 2 <br />
