Beyond the immediate risk to residents, repeated or <br /> severe flooding could result in the permanent loss of affordable housing units,further reducing the <br /> already limited supply of housing for low-and moderate-income families.As affordable units <br /> become uninhabitable or too costly to repair, property owners may opt to convert them into higher- <br /> cost housing or abandon them altogether, exacerbating the county's housing affordability crisis. <br /> Strategic Plan <br /> General Allocation Priorities <br /> HOME funds will be used for housing activities.These funds will be targeted to low-income persons <br /> and projects designed to provide affordable housing to low-income persons through preservation, <br /> development, acquisition, and tenant based rental assistance. <br /> The Town of Chapel Hill will allocate its CDBG funds to those geographic areas whose population is <br /> over 51%low-and moderate-income.At least 70%of all the Town's CDBG funds that are budgeted <br /> for activities will principally benefit low-and moderate-income persons.The following guidelines <br /> for allocating CDBG will be used during the FY 2026-2030 Five Year Consolidated Plan: <br /> • Housing activities have income eligibility criteria,therefore the income requirement directs <br /> funds to low-and moderate-income households throughout the County. <br /> • The public services activities are for social service organizations whose clientele have a low <br /> income or in certain cases, a limited type of clientele with a presumed low-and moderate- <br /> income status. <br /> • The public facilities activities are either located in a low-and moderate-income census <br /> tract/block group or have a low-and moderate-income service area benefit or clientele over <br /> 51%low-and moderate-income. <br /> • The acquisitions and demolition of structures are either located in a low-and moderate- <br /> income census area or these activities are eligible by preventing or eliminating slums and <br /> Night on a spot basis or area basis. <br /> • Economic development projects will either be located in a low-and moderate-income <br /> census tract/block group, or a poverty tract greater than 20%, or part of a redevelopment <br /> plan, or making 51%of the jobs available to low-and moderate-income population. <br /> 43 <br />
