35 <br /> • 41 Veterans Affairs Supportive Housing(VASH)Vouchers—Designed to assist homeless <br /> veterans by providing rental subsidies along with case management and support services <br /> through the U.S. Department of Veterans Affairs. <br /> OCHA operates under the oversight of a seven-member Board of Commissioners,which guides <br /> policy decisions and program administration.A map illustrating the distribution of OCHAvoucher <br /> holders throughout Orange County is included in this plan to provide insight into geographic access <br /> to voucher-supported housing. <br /> Town of Chapel Hill Office for Housing and Community <br /> The Town of Chapel Hill's Office for Housing and Community manages 296 public housing units <br /> across 12 developments in Chapel Hill and one in Carrboro. Unlike OCHA,the Chapel Hill Office <br /> does not administer any Housing Choice Vouchers. Instead, its focus is on maintaining and <br /> improving public housing communities, ensuring compliance with HUD standards, and supporting <br /> residents through affordable housing initiatives, property management, and resident services. <br /> Describe the number and physical condition of public housing units in the jurisdiction, <br /> including those that are participating in an approved Public Housing Agency Plan. <br /> The Town of Chapel Hill Office of Housing and Community provides 296 public housing units in <br /> Orange County at 13 developments. Of these, 12 are located in Chapel Hill and one is in Carrboro. <br /> For HUD's purposes,these are divided into two AMPs. Both AMPs were inspected in 2018 and <br /> scored relatively low amounts on their physical inspections. <br /> Describe the restoration and revitalization needs of public housing units in the jurisdiction. <br /> Over the past decade,the Town of Chapel Hill has undertaken comprehensive renovations across <br /> much of its public housing stock to improve living conditions and maintain compliance with HUD <br /> standards. However, recent inspection scores indicate that further modernization efforts are <br /> needed to ensure that public housing units remain safe, sustainable, and accessible for residents. <br /> A more extensive and strategic modernization plan is required to address structural deficiencies, <br /> aging infrastructure, and outdated facilities in the town's 296 public housing units. In addition to <br /> general improvements, expanding the number of ADA-compliant and accessible units is a critical <br /> priority, as many current units do not meet the needs of elderly residents and individuals with <br /> disabilities.As discussed earlier in this plan, ensuring that more units incorporate universal design <br /> features—such as wider doorways, step-free entries, and accessible bathrooms—will be essential <br /> to meeting the growing demand for barrier-free housing. <br /> Describe the public housing agency's strategy for improving the living environment of low-and <br /> moderate-income families residing in public housing. <br /> The Town of Chapel Hill is committed to enhancing the management and physical conditions of its <br /> public housing developments while fostering greater accessibility and socioeconomic diversity.As <br /> part of these efforts,the town aims to increase the number of accessible units to better serve <br /> individuals with disabilities, ensuring that public housing meets the needs of all residents. <br /> 32 <br />
