27 <br /> Elderly people with disabilities:According to 2023 American Community Survey(ACS) estimates, <br /> the most prevalent disabilities among the elderly disabled population in Orange County are <br /> ambulatory difficulty, hearing difficulty, and independent living difficulty.These challenges highlight <br /> the growing need for expanded supportive services to assist older adults with daily activities, such <br /> as grocery shopping, running errands, and accessing healthcare appointments,which may become <br /> increasingly difficult due to mobility limitations.Additionally,the prevalence of these disabilities <br /> underscores the urgent need for more accessible housing options throughout the county. <br /> Increasing the supply of Americans with Disabilities Act(ADA)-compliant units, home <br /> modifications, and age-friendly housing designs will help ensure that seniors can age in place <br /> safely and comfortably. <br /> Discuss the size and characteristics of the population with HIV/AIDS and their families within <br /> the Eligible Metropolitan Statistical Area: <br /> Orange County is part of the Durham-Chapel Hill Metropolitan Statistical Area,which comprises <br /> five counties.According to the 2018 North Carolina Department of Health and Human Services <br /> HIV/STD/Hepatitis Surveillance report,the most recent report,the number of individuals living in <br /> those counties diagnosed with HIV is: <br /> OChatham County: 130 <br /> Id Durham County: 1,845 <br /> M Granville County: 206 <br /> D Orange County: 318 <br /> 0 Person County: 94 <br /> Discussion: <br /> The figures cited in this section show that Orange County has a substantial population of people <br /> who are not experiencing homelessness but have unique housing needs, including the elderly, <br /> disabled, elderly disabled, and persons with HIV/AIDS.While these individuals have unique housing <br /> and supportive service needs,they are all exacerbated by a lack of quality, affordable housing near <br /> transit options that allow them to get where they need to go in a reasonable amount of time. <br /> NA-50 Non-Housing Community Development Needs - 91 .415, 91 .215 <br /> (f) <br /> Describe the jurisdiction's need for Public Facilities: <br /> Emergency Medical Services(EMS)and 911 Communications:A comprehensive assessment <br /> revealed the necessity for enhancements in EMS operations and 911 communications <br /> infrastructure to improve response times and service delivery. <br /> 24 <br />
