1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 20, 2025 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Approval of License Agreement with TABLE Ministries, Inc. for Use of a Portion <br /> of Future Twin Creeks Park for Agricultural Production <br /> DEPARTMENT: Environment, Agriculture, Parks <br /> and Recreation, County <br /> Attorney <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Draft License Agreement for Portion of David Stancil, 919-245-2510 <br /> Future Twin Creeks Park for James Bryan, 919-245-2319 <br /> Agricultural Production <br /> TABLE Food Distribution Info <br /> PURPOSE: To approve a license agreement with TABLE Ministries, Inc. for the use of a three- <br /> acre portion of the County's future Twin Creeks Park at 8022 Old NC 86 for agricultural production. <br /> BACKGROUND: Representatives working with TABLE Ministries, Inc. approached Orange <br /> County staff about the potential use of land-banked future County park land to increase current <br /> production of vegetables and fruits for distribution by TABLE to needy families in Orange County. <br /> TABLE and a local farmer are currently engaged in the production of organic produce on a '/2- <br /> acre plot near Carrboro, and are in need to land to expand production capability. <br /> TABLE representatives and staff identified a three-acre area known as the "meadow" at the future <br /> Twin Creeks Park site as a location where agricultural production could be undertaken for some <br /> period of time. Twin Creeks Park is currently not scheduled for construction until 2035, and thus <br /> may be available for agricultural use at the present time. <br /> The attached draft License Agreement between the County and TABLE would enable this area, <br /> as shown on Exhibit A of the Agreement, to be used for production of organic vegetables and <br /> fruits to expand the food distribution provided to local families with children, as shown in the <br /> attached program description from TABLE. The Agreement would allow for this activity to occur <br /> beginning June 1, 2025 for three (3) years. TABLE will be responsible for needed infrastructure <br /> improvements for the operation to the site, and will manage the use of the property to be only for <br /> the purposes described herein. <br /> FINANCIAL IMPACT: The proposed facility use agreement includes a nominal usage fee of$100 <br /> per year to be paid to the County. TABLE would be responsible for infrastructure improvements <br /> needed for the agricultural activity and is otherwise responsible for operation of the site as outlined <br /> in the agreement. There are no County expenditures involved in the proposed license agreement. <br />
