Orange County Transportation Priority List for SPOT 8 / FY 2027-2036 STIP <br /> 9 The Board approved the resolution for Orange County Transportation Priorities for Strategic <br /> 10 Prioritization of Transportation version 8 (SPOT 8) and the subsequent State Transportation <br /> 11 Improvement Program Fiscal Year 2027 — 2036 (STIP). <br /> 12 <br /> 13 BACKGROUND: Every two years, the North Carolina Department of Transportation (NCDOT) <br /> 14 initiates the Strategic Prioritization Office of Transportation (SPOT) process to develop the State <br /> 15 Transportation Improvement Program (STIP)for the next ten (10)years. This process, conducted <br /> 16 in accordance with North Carolina General Statute 136 Article 14B, follows a data-driven <br /> 17 approach to allocating the State's limited financial resources across three (3) funding categories. <br /> 18 These funds are distributed among North Carolina's seven (7) regions,which encompass fourteen <br /> 19 (14) divisions and 100 counties. <br /> 20 <br /> 21 Projects submitted for state funding are evaluated based on a structured scoring methodology <br /> 22 that incorporates both quantitative data and local input points: <br /> 23 <br /> 24 • Statewide Impact— 100% data-driven <br /> 25 • Regional Mobility—70% data, 15% Metropolitan Planning Organization (MPO)/Rural Planning <br /> 26 Organization (RPO) points, 15% NCDOT division points <br /> 27 Division Needs — 50% data, 25% MPO/RPO points, 25% NCDOT division points <br /> 28 <br /> 29 Orange County submits the Board of County Commissioners (BOCC)-approved priorities to the <br /> 30 relevant regional TPO/MPOs and RPOs for those boards'consideration (Attachments 1 —3). Each <br /> 31 MPO and RPO, based on population size and centerline miles, submits a limited number of <br /> 32 projects per transportation mode to NCDOT for scoring. <br /> 33 <br /> 34 Key Updates: <br /> 35 Project list are the same as SPOT 7 with some independent bicycle and pedestrian projects <br /> 36 removed, as they are restricted to local and federal funding sources. <br /> 37 Highway projects have been consolidated into multimodal initiatives, ensuring alignment with <br /> 38 state and County Complete Streets policy. <br /> 39 Orange County Transportation Services will provide a brief presentation on this round of <br /> 40 multimodal priorities for the BOCC's consideration.
