Presentation of Manager's Recommended FY 2025-35 Capital Investment Plan (CIP) <br /> 6 The Board received the Manager's Recommended FY 2025-35 Capital Investment Plan. <br /> 7 <br /> 8 BACKGROUND: Each year, the County produces a Capital Investment Plan (CIP) that <br /> 9 establishes a budget planning guide related to capital needs for the County and Schools. The 10- <br /> 10 Year CIP is evaluated annually to include year-to-year changes in priorities, needs, and available <br /> 11 resources. Approval of the CIP commits the County to the first-year funding only of the capital <br /> 12 projects; all other years are used as a planning tool and serves as a financial plan. <br /> 13 <br /> 14 Capital Investment Plan — Overview <br /> 15 The FY 2025-35 CIP includes County Projects, School Projects, and Proprietary Projects. The <br /> 16 School Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and Durham <br /> 17 Technical Community College — Orange County Campus projects. The Proprietary Projects <br /> 18 include Water and Sewer, Solid Waste Enterprise Fund, and Sportsplex projects. <br /> 19 <br /> 20 The CIP has been prepared anticipating moderate economic growth of approximately 2% in <br /> 21 property tax growth and 4% in sales tax growth annually over the next ten years. All tax increase <br /> 22 estimates in the CIP are based on the anticipated FY 2025-26 valuation following the 2025 <br /> 23 revaluation, not the County's current FY 2024-25 valuation.
