9 <br /> health services)to meet the housing and services needs of housing insecure Orange <br /> County residents. <br /> • Social Services Agencies:The County provides funds to improve services to low-and <br /> moderate-income people. <br /> • Housing Providers:The County provides funds to rehabilitate and develop affordable <br /> housing and provide housing options for low-and moderate-income households. <br /> Each year, as part of the HOME and CDBG application planning process, local agencies and <br /> organizations are invited to submit proposals for funding eligible activities under these programs. <br /> These groups actively contribute to the planning process by attending public hearings, participating <br /> in informational meetings, and completing surveys.The planning process also includes outreach to <br /> other relevant entities, such as health service agencies,to ensure a broad spectrum of input. <br /> This outreach effort fosters meaningful dialogue about affordable housing in Orange County and <br /> highlights how public and private agencies, along with community organizations, can collaborate to <br /> address the county's most pressing housing and community development needs. By engaging <br /> diverse stakeholders,the Consortium ensures that the planning process is inclusive and reflective <br /> of the community's priorities. <br /> Describe coordination with the Continuum of Care and efforts to address the needs of people <br /> experiencing homelessness(particularly individuals and families experiencing chronic <br /> homelessness,families with children,veterans,and unaccompanied youth)and persons at <br /> risk of homelessness <br /> The Orange County HOME Consortium works closely with the Orange County Partnership to End <br /> Homelessness (OCPEH),which serves as the Continuum of Care(CoC)for the county.The <br /> Consortium's four member jurisdictions—Orange County and the Towns of Chapel Hill, <br /> Hillsborough, and Carrboro—jointly fund OCPEH,with costs allocated based on population. <br /> Elected officials from each jurisdiction serve on the CoC board, and staff from the two jurisdictions <br /> with Public Housing Authorities hold ex officio board seats with full voting rights.This structure <br /> ensures that jurisdictions align their funding decisions and policy priorities to focus on ending <br /> homelessness. <br /> OCPEH works closely with Orange County Housing and Community Development, meeting weekly <br /> with staff and regularly engaging with jurisdictional representatives.They present their work <br /> annually to the four elected boards, ensuring transparency and accountability. Since 2016, OCPEH <br /> has conducted an annual system map and gaps analysis of homeless services,with the latest <br /> update issued in December 2022.Additionally, OCPEH actively participates in the Orange County <br /> Affordable Housing Coalition, collaborating with housing developers,funders, and advocates to <br /> increase the supply of affordable housing.These efforts represent a comprehensive and <br /> coordinated approach to tackling homelessness and fostering long-term housing stability in the <br /> county. <br /> 6 <br />
