15 <br /> CoC members enables the Consortium to develop comprehensive, community-driven programs <br /> that support housing stability, homelessness prevention, and broader social services across <br /> Orange County. <br /> PR-15 Citizen Participation - 91 .105, 91 .115, 91 .200(c) and 91 .300(c) <br /> Summarize citizen participation process and how it impacted goal-setting <br /> Residents and community stakeholders were actively invited to provide input through a variety of <br /> public engagement sessions, as well as through a formal 30-day public comment period for the <br /> draft Consolidated Plan.These engagement opportunities were designed to ensure broad <br /> community participation and included five in-person sessions held at different locations <br /> throughout the county during afternoon and evening hours to accommodate various schedules. <br /> A Resident Survey was also made available both online and in hardcopy format, enabling <br /> stakeholders and residents to identify priority areas and strategies that reflect the needs of the <br /> community.This comprehensive approach ensured that a wide range of perspectives were <br /> gathered to inform the planning process. <br /> The Consortium adhered to the County's Public Participation Policy and Citizen Participation Plan, <br /> in line with the requirements set forth in 24 CFR 91.105, ensuring an open and inclusive process.A <br /> key focus of the Consortium was improving accessibility for individuals with limited English <br /> proficiency(LEP).To facilitate meaningful access,the Resident Survey was offered widely in English <br /> and Spanish, ensuring that LEP individuals could fully engage in the process.Additionally, materials <br /> on the project website were made available in both English and Spanish,further enhancing <br /> accessibility. <br /> For one in-person engagement session,the Consortium also provided simultaneous translation <br /> services to Spanish-speaking participants, ensuring that language was not a barrier to <br /> participation. <br /> The Outreach Plan was designed to engage a wide range of stakeholders, including service <br /> providers, community-based organizations, housing providers, local government agencies and <br /> boards, neighborhood leaders, and elected officials.A master list of contact information for these <br /> individuals and organizations was compiled to help spread the word about the outreach efforts. <br /> These contacts were instrumental in reaching additional community members and reaching <br /> residents and stakeholders the Consortium may not have been able to access on its own <br /> The Orange County Consolidated Plan Resident Survey was made available online through Orange <br /> County's website, as well as in hardcopy form at Town Hall meetings and public spaces.To reach a <br /> broad audience,the member jurisdictions of the Consortium used their social media platforms and <br /> encouraged word-of-mouth promotion. Property managers also helped distribute information <br /> about the survey by sharing leaflets and information sheets with tenants. <br /> A summary of participant comments and the results of the questionnaire can be found in the <br /> Attachment Section of the Consolidated Plan. <br /> 12 <br />
