ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 2, 2004 <br />Action Agenda <br />Item No. 7-~y <br />SUBJECT: Educational Excellence Work Group Proposal <br />DEPARTMENT: Commissioners/Manager PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />UNC School of Education Proposal <br />INFORMATION CONTACT: <br />Margaret Brown, ext 2125 <br />John Link or Rod Visser, ext 2300 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider approving a proposal from the UNC School of Education that would <br />provide research and analysis about the resources available to the two school systems in <br />Orange County. <br />BACKGROUND: In February 2004, the Board of Commissioners endorsed the creation of an <br />Educational Excellence Work Group to examine the resources made available to the Orange <br />County Schools and the Chapel Hill-Carrboro City Schools, As originally proposed by <br />Commissioner Brown, the Task Force's mission would be to provide a review of both Orange <br />County school systems, investigating the educational resources available in both school <br />systems and making recommendations for improvement and how these resources could <br />become equally accessible to all Orange County students. The aim would be to preserve and <br />enhance the superior quality of education that Orange County now has. <br />In the March 2004 inaugural meeting of this work group, it was determined that representatives <br />of the UNC School of Education would develop a proposal to pursue the research and analysis <br />upon which the envisioned recommendations could be developed. Dr. Madeline Grumet, <br />former Dean of the School of Education, will lead the research team in its work during a <br />timeframe that is anticipated to cover ,June through November 2004. At the May 18, 2004 <br />BOCC meeting, Dr. Grumet briefly introduced the proposal, which was to be brought to the <br />BOCC for formal approval as part of this June 2 meeting agenda. The proposed work will cost <br />$25,000. <br />FINANCIAL IMPACT: The School of Education's proposed cost far this agreement is <br />$25,000. This amount could be covered by transferring the remaining uncommitted balance of <br />$14,600 from the 2003-04 Commissioner's Contingency account and an appropriation of <br />
