33 <br /> either need to significantly reduce expenses or rely on County subsidy in the event of a recession <br /> or other major disruption. <br /> Kirk Vaughn, Budget Director, made the following presentation: <br /> Slide #1 <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> Occupancy Tax Use Discussion <br /> March 18, 2025 <br /> BOCC Business Meeting <br /> Slide #2 <br /> OCCUPANCY TAX STATUTORY AUTHORITY <br /> • Orange County has authority to collect <br /> Occupancy Tax through 1991 law. <br /> — 10% of revenues used for visitor informational <br /> services and support cultural events. <br /> • Predates modern NCGA guidelines on <br /> Occupancy Tax, which places greater restrictions <br /> — 2/3rds for promoting tourism and travel <br /> — 1/3rd for tourism-related expenditures <br /> • As the statutory authority is subject to change by <br /> NCGA and state courts, staff recommend <br /> aligning broadly with stricter guidelines in future <br /> allocations. ,I_ <br /> ORANGE COUNTY <br /> NORTI I CAROLINA <br /> Commissioner Greene asked if the county uses 100% of the funds. <br /> Kirk Vaughn said that in current usage exceeds the higher guidelines.
