She said it is a policy guidance document that is used <br /> when development applicants are interested in having a rezoning of their property. She said that <br /> staff will look at the map to see if a project is consistent with the vision of the plan. She said it is <br /> different than zoning because those are the laws. She said this is the guidance. She said there <br /> are unforeseen circumstances where the Board would want to do something different than the <br /> existing zoning and they can but generally you want to be as consistent as possible. <br />
