Contract Gary Donaldson, (919) 245-2453 <br /> Attachment 2. Scope of Work <br /> PURPOSE: To: <br /> 1) Approve the County entering into a contract with Vaco; LLC for Fiscal and Accounting <br /> support at a cost of $45,000; and <br /> 2) Authorize the County Manager to execute the contract, subject to final review by the County <br /> Attorney. <br /> BACKGROUND: In preparation for the upcoming annual audit engagement for Fiscal Year 2025, <br /> staff anticipates a continued need for targeted support within the Fiscal and Accounting functions <br /> to ensure a seamless and timely audit process. The complexity and volume of documentation <br /> required by external auditors, combined with staff's responsibility to maintain ongoing daily <br /> financial operations, requires fractional support during this intensive period. <br /> Fractional support is an increasingly adopted model by both private and public sector Finance <br /> offices. This approach leverages temporary, specialized assistance to supplement existing <br /> capacity during peak financial reporting periods, such as year-end close and audit engagements. <br /> Temporary or dedicated assistance will allow the Finance and Administrative Services <br /> Department to: <br /> • Expedite the preparation and reconciliation of key audit schedules <br /> • Respond promptly to audit requests and inquiries <br /> • Maintain timely processing of routine transactions and financial reporting obligations <br /> • Ensure compliance with internal controls and accounting standards during the audit period <br /> • Agility to address unforeseen special projects and requests that may arise <br /> This fractional support will preserve audit readiness while minimizing disruption to daily financial <br /> operations. The contract funding is achieved with existing departmental budget funds. <br /> Fractional support will allow the Finance and Administrative Services Department to: <br /> • Accelerate the preparation of audit schedules and reconciliations <br />
