Periodic Review and Approval of Amendments to the Orange County Board of County <br /> 6 Commissioners Advisory Board Policy <br /> 7 The Board conducted a periodic review and approve amendments to the Orange County Board <br /> 8 of County Commissioners Advisory Board Policy. <br /> 9 <br /> 10 BACKGROUND: The Advisory Board Policy was adopted February 21, 2012, and included a <br /> 11 provision that the BOCC would conduct a periodic review of the policy. The last periodic review of <br /> 12 the Advisory Board Policy took place at the BOCC's November 10, 2022 work session. <br /> 13 <br /> 14 The current version of the Advisory Board Policy is included as Attachment 1. <br /> 15 <br /> 16 Attachment 2 includes suggested amendments by Clerk's Office staff. <br /> 17 <br /> 18 Attachment 3 includes information on all of the boards to which the Board of Commissioners <br /> 19 makes appointments, including type of board, board descriptions, composition requirements, any <br /> 20 special appointment or recommendation requirements, term lengths and limits, and the relevant <br /> 21 policies. <br /> 22 <br /> 23 Tara May, Deputy Clerk to the Board, introduced the item and reviewed the background <br /> 24 materials. <br /> 25 Chair Bedford reviewed the suggested changes on Attachment 2. She asked how <br /> 26 individual advisory board policies and procedures were developed and approved. <br /> 27 Tara May said individual advisory board policies and procedures were developed by the <br /> 28 County Attorney when the BOCC Advisory Board Policy was developed and approved. <br /> 29 Chair Bedford asked for clarification about the difference between "domicile" and <br /> 30 "residence" in the suggested changes. <br /> 31 Tara May said there is not a clear way to determine "domicile" from "residence," and the <br /> 32 change is suggested to be more inclusive of residents. <br /> 33 John Roberts said that many years ago, there was an issue of a Planning Board member <br /> 34 who was alleged to have their permanent residence in another state. He said that the change <br /> 35 was made to address that issue. <br /> 36 Commissioner Fowler clarified that was when the word "domicile" was added. She said <br /> 37 schools use the word "domicile." <br /> 38 Vice-Chair Hamilton said that in other instances, "residency" is defined by how long you <br /> 39 have lived in an area. She said that kind of definition is not in the advisory board policy. <br /> 40 Chair Bedford said she looks at the number of years in Orange County on advisory board <br /> 41 applications. <br /> 42 Commissioner Fowler said they would have to attend monthly meetings. <br /> 43 Vice-Chair Hamilton said people can come from elsewhere to attend meetings. She said <br /> 44 it may be something to think about in future updates. <br /> 45 Chair Bedford said in other states there are questions about electing people who spend a <br /> 46 large portion of the year out of state. <br /> 47 Commissioner Carter asked why there was a strikethrough of item D.5 under Section III, <br /> 48 Membership. <br /> 49 Tara May said item D.5 states"may direct," and there is another section on orientation and <br /> 50 how that will be handled. She said the other reference is under Section V, Organization, and it <br /> 51 discusses how they will do orientation. <br />
