33 <br /> 1 The Board discussed a letter from the county to the county's Senate and House of <br /> 2 Representatives delegation regarding federal funding. <br /> 3 <br /> 4 Commissioner Carter introduced the item and reviewed the letter: <br /> 5 <br /> 6 TO: Senator Thom Tillis <br /> 7 Senator Ted Budd <br /> 8 Representative Valerie Foushee <br /> 9 <br /> 10 FROM: Orange County NC Board of Commissioners <br /> 11 <br /> 12 DATE: March XX, 2025 <br /> 13 <br /> 14 RE: NC Association of County Commissioners— Common Concerns <br /> 15 <br /> 16 <br /> 17 Executive Summary <br /> 18 <br /> 19 On March 1 —4, 2025, the National Association of Counties (NACo) Legislative Conference was <br /> 20 held in Washington, DC. At this conference, NACo, as well as the NC Association of County <br /> 21 Commissioners (NCACC), identified areas where current White House and Congressional <br /> 22 budget reconciliation discussions may have major impact on county government services to our <br /> 23 communities. <br /> 24 <br /> 25 These areas included: <br /> 26 1. Medicaid cuts <br /> 27 2. Cuts to Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for <br /> 28 Needy Families (TANF) and Child Protective Services <br /> 29 3. Elimination / Reform of FEMA <br /> 30 4. Removal of Federal tax exemption on interest received on municipal bond holdings <br /> 31 <br /> 32 There was strong bipartisan concern expressed about cuts in these areas and their impact. We <br /> 33 share this concern. <br /> 34 <br /> 35 Below, we share specifics with how these programs support our county's residents, and we are <br /> 36 writing to urge you to avoid these impacts to our counties across North Carolina. <br /> 37 <br /> 38 Potential Impacts <br /> 39 <br /> 40 1. Medicaid cuts: <br /> 41 <br /> 42 As of December 1, 2023, Medicaid was expanded in North Carolina and now also covers <br /> 43 people aged 19 to 64 with incomes up to 138% of the Federal poverty level (about <br /> 44 $20,000/yr for an individual and $34,000/yr for a family of three). <br /> 45 <br /> 46 North Carolina statute requires that any cuts that would reduce the Federal Match below <br /> 47 90% will result in termination of expanded Medicaid benefits. <br /> 48 <br /> 49 In our county, <br /> 50 <br />
