29 <br /> 1 Commissioner Carter said that serving on other boards could be factored in when <br /> 2 making decisions. <br /> 3 Commissioner Portie-Ascott asked if alternates can vote. <br /> 4 Tara May said that alternates only attend and vote if a regular member cannot attend. <br /> 5 She said with it being a revaluation year, there will be many opportunities for people to attend <br /> 6 and participate. <br /> 7 Chair Bedford suggested moving Tony Blake and Barbara Levine to alternate positions <br /> 8 and having Leon Meyers as Chair. She suggested having Saru Salvi as a regular member <br /> 9 instead of Tony Blake. <br /> 10 Commissioner Carter suggested Richal Vanhook as a regular member. <br /> 11 Chair Bedford suggested Shereese Alston as an alternate member. <br /> 12 The Board agreed by consensus to appoint Leon Meyers as Chair, Saru Salvi and <br /> 13 Richal Vanhook as regular members, and Tony Blake, Barbara Levine, and Shereese Alston as <br /> 14 alternate members. <br /> 15 <br /> 16 <br /> 17 5. Historic Preservation Commission —Appointments Discussion <br /> 18 The Board discussed appointments to the Historic Preservation Commission. <br /> 19 <br /> 20 BACKGROUND: The Historic Preservation Commission (HPC) is charged with undertaking an <br /> 21 inventory of properties of historical, prehistorical, architectural, and/or cultural significance. It <br /> 22 recommends areas to be designated or removed as "historic districts" and reviews and acts <br /> 23 upon proposals for alterations, demolition, new construction, etc. <br /> 24 <br /> 25 In considering new applicants, the HPC is required to follow the guidelines from the State <br /> 26 Historic Preservation Office (SHPO) in order for the County to remain eligible to participate in <br /> 27 the state's Certified Local Government (CLG) program. Those guidelines include the following <br /> 28 language governing the qualifications of prospective HPC applicants: "All members shall have <br /> 29 demonstrated experience or knowledge in history, architecture or related disciplines that is <br /> 30 supported by resume information sufficient to allow the SHPO to confirm the qualifications of <br /> 31 members, pursuant to 36 CFR Part 61." <br /> 32 <br /> 33 The Board of County Commissioners appoints all seven (7)At-Large members. <br /> 34 <br /> 35 The following individuals are recommended for Board consideration: <br /> 36 <br /> NAME POSITION TYPE OF EXPIRATION <br /> DESCRIPTION APPOINTMENT DATE <br /> TERM <br /> Dr. Anne At-Large Second Full Term 03/31/2028 <br /> Whisnant <br /> Art Menius At-Large Second Full Term 03/31/2028 <br /> Todd Dickinson At-Large Second Full Term 03/31/2028 <br /> 37 <br /> 38 If the individuals listed above are appointed, no vacancies remain. <br /> 39 <br /> 40 Tara May introduced the item. <br /> 41 Chair Bedford asked about the requirements for the Board. <br /> 42 Tara May said there are specific experience requirements for the Historic Preservation <br /> 43 Commission. <br />
