26 <br /> 1 Chair Bedford asked if they could come back on April 8th. She thinks there will be points <br /> 2 that the Board does not agree on. She asked if in the next public engagement window, the <br /> 3 community could respond to points that the Board might be split on. <br /> 4 Leigh Anne King said that they may have that language in the plan itself as they prepare <br /> 5 materials for engagement. She said once they know the areas that are not in agreement, they <br /> 6 can focus on creating questions on those. <br /> 7 Tom Altieri said they will have a launch of the second engagement window on May 12th <br /> 8 and everything will need to be prepared prior to that. <br /> 9 Travis Myren said that they could try to set aside some time because a worksession is <br /> 10 likely insufficient. <br /> 11 Chair Bedford said she had some small issues and asked how they are supposed to <br /> 12 convey those. <br /> 13 Leigh Anne King said they can submit that with the other comments. <br /> 14 Commissioner Portie-Ascott asked how the consultant will get feedback from people <br /> 15 under 50. <br /> 16 Cy Stober said they will have meetings in Chapel Hill, Carrboro, and Mebane. He said <br /> 17 the online component also boosted youth participation. <br /> 18 Commissioner Portie-Ascott asked if it is possible to text links to young people. <br /> 19 Cy Stober said he would talk to Community Relations. <br /> 20 Commissioner Fowler asked for clarification on page 140 of the agenda package. She <br /> 21 said it reads that workers are commuting "from" cities, but she thinks it should say commuting <br /> 22 "to." <br /> 23 Leigh Anne King said they would look into it. <br /> 24 Commissioner Fowler referenced the discussion about the vehicle miles traveled and <br /> 25 how they skip the rural buffer for placement. She said she knows that it cannot be in the plan, <br /> 26 but she would like to know everyone's opinions about possible changes to the rural buffer <br /> 27 because it seems to make sense to place these closer to town. <br /> 28 Chair Bedford said they would need to ask about it. <br /> 29 Commissioner Greene said she does not agree with that because if you put it close to <br /> 30 town, it looks like more like sprawl. Animal Services Hearing Panel Pool —Appointments Discussion <br /> 37 The Board discussed appointments to the Animal Services Hearing Panel Pool. <br /> 38 <br /> 39 BACKGROUND: The charge of the Animal Services Hearing Panel Pool is to hear appeals <br /> 40 concerning violations of the Orange County Code of Ordinances, Chapter 4 ("Animal Control <br /> 41 Ordinance"), as provided in the Orange County Code of Ordinances, Section 4-53 Appeals, and <br /> 42 also potentially dangerous dog appeals as prescribed by North Carolina General Statute §67- <br /> 43 4.1(c). It is the responsibility of pool members to conduct fair and impartial hearings for these <br /> 44 appeals, and members receive training in both law and proper procedure prior to participating in <br /> 45 a hearing. <br /> 46 <br /> 47 The Board of County Commissioners appoints twelve (12) members, with representation from <br /> 48 various fields.
