She said it is a policy guidance document that is <br /> 9 used when development applicants are interested in having a rezoning of their property. She <br /> 10 said that staff will look at the map to see if a project is consistent with the vision of the plan. She <br /> 11 said it is different than zoning because those are the laws. She said this is the guidance. She <br /> 12 said there are unforeseen circumstances where the Board would want to do something different <br /> 13 than the existing zoning and they can but generally you want to be as consistent as possible. <br />
