37
1 Caitlin Fenhagen said there are things that need to be in place in order to support the
2 Crisis Diversion Facility, and a mobile crisis team is one of them. She said the hope is that this
3 team might be able to work from the Crisis Diversion Facility so they can assist with bringing
4 people there and also being available for folks who might need to be transported once they've
5 completed their stay at the facility.
6 Commissioner Fowler said as a parent of someone on the spectrum, she is appreciative
7 that Orange County is looking at different ways to intervene with crises. She said she thinks
8 regular law enforcement officers should also continue to receive proper training on de-escalation
9 and recognizing mental health problems or IDD and how to respond appropriately.
10 Caitlin Fenhagen said that is very important and law enforcement partners with this team
11 and social workers to ensure training is received. She highlighted the importance and impact of
12 all agencies coming together on this issue.
13 Commissioner McKee extended appreciation for this team and other important services
14 like Resource Court and its success in diverting people from arrest.
15 Vice-Chair Hamilton asked for an example of a success through this program.
16 Caitlin Fenhagen shared a story with those present about a girl struggling with suicidal
17 ideation and how she was successfully taken by the team to receive treatment.
18
19 5. Areas for Joint Advocacy (including NCSL 2024-57) and Transportation Safety
20 Projects)
21 Vice-Chair Hamilton invited the person who raised this topic to speak.
22 Council Member Fray said they proposed this topic because the federal funds that are at
23 risk for Carrboro are for transportation improvement projects. They said there may be opportunity
24 for the county and Town to collaborate on this in the future.
25 Vice-Chair Hamilton said she would like staff to work together on potential areas for
26 collaboration.
27 Mayor Pro Tem Nowell reiterated Council Member Fray's comments. He also indicated a
28 desire to meet or collaborate with the Board of Commissioners more often on topics of mutual
29 interest, like the Greene Tract.
30 Vice-Chair Hamilton said the Board of Commissioners is meeting-heavy but opportunities
31 for the Council to attend work sessions or other meetings where there are relevant presentations
32 would be welcomed.
33
34 Adjournment
35
36 As there were no further items on the agenda to discuss, the meeting was adjourned at
37 9:25 p.m.
38
39 VOTE: UNANIMOUS
40
41
42 Jamezetta Bedford, Chair
43
44
45 Recorded by Tara May, Deputy Clerk to the Board
46
47 Submitted for approval by Laura Jensen, Clerk to the Board
