2 <br /> The Board also voted to follow Option A for the use of the settlement funds per the NC <br /> Memorandum of Agreement Opioid Settlement. Between Summer 2022 and Summer 2024, <br /> Orange County spent $376,438 to address eight (8) of the following Option A Strategies: <br /> • Collaborative Strategic Planning <br /> • Evidence-based addiction treatment <br /> • Recovery support services <br /> • Early intervention <br /> • Naloxone distribution <br /> • Post-overdose response team <br /> • Syringe Service Program <br /> • Reentry Programs <br /> The 2025-2026 Opioid Settlement Fund Proposal process began January 1, 2025, with the <br /> availability of applications. A copy of the application is attached, along with the application scoring <br /> rubric. Four (4) Application Workshops were conducted with both in-person and virtual options. <br /> Technical assistance was provided to applicants during the request for proposals (RFP) process. <br /> Fourteen (14) community applications were received by the deadline — February 21, 2025. <br /> The Funding Subcommittee of the OAC reviewed applications and made recommendations to the <br /> full OAC. On March 24, 2025, and April 14, 2025, the OAC discussed the Subcommittee <br /> suggestions and voted to approve the five (5) following funding recommendations: <br /> • Piedmont Health — $50,400 <br /> • EI Futuro — $50,000 <br /> • Freedom House — $72,000 <br /> • UNC SHAC — $37,600 <br /> • Reintegration Support Network — $20,000 <br /> The proposals for these five (5) applications are attached. All fourteen (14) community <br /> applications and the applications scorecard are available on the Opioid Settlement Funds <br /> webpage at: https://orangecountync.gov/2998/Opioid-Settlement-Funds. <br /> FINANCIAL IMPACT: Distribution of opioid settlement funds may support programs and services <br /> that serve persons with Opioid Use Disorder or any co-occurring Substance Use Disorder (SUD) <br /> or mental health condition in Orange County. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 1. Improve harm reduction, prevention, and support services for adults and <br /> children experiencing behavioral health issues, substance use disorder, and intellectual or <br /> developmental disability. <br /> RECOMMENDATION(S): The Manager recommends that the Board review and discuss the <br /> funding recommendations from the OAC and direct staff to present a final spending authorization <br /> resolution for approval at the Board's May 20, 2025, Business meeting. <br />
