398 <br />11 - RECOMMENDED SHIFTING OF FUNDS AS APPROVED 9Y THE WELFARE BOARD <br />ON MAY 27, 1965 11 <br />1. Transfer $10550.00 County Funds from MAA to OAA Account. <br />2. Transfer $1,000.00 County Funds from Foster Homes for Children's Board Account to OAA Account. <br />3. Transfer $250.00 County Funds from A. B. Account to AFDC Account. <br />4. Transfer $100.00 County Funds from Foster Homes for Children's Clothing Account to AFDC Account. <br />5. Transfer $300.00 County Funds from Foster Homes for Children's Clothing Account to APTD Account. <br />6: Transfer $650.00 County Funds from G. A. to County Hospitalisation and Medical Care Account. <br />James A. Wight, <br />Secretary <br />Orange County Welfare Board <br />Upon motion of Commissioner Ray, seconded by Commissioner Smith and unanimously adopted, the <br />Welfare Director was authorized to transfer the above funds to the accounts so designated in said re- <br />port. <br />E. M. Lynch, Clerk Superior Court, and Jim Wight, Welfare Director, were present to request <br />that a Juvenile Court Judge be appointed. Under N. C. Statutes this authority is given to the Clerk <br />of Court. Mr. Lynch cited the increase of juvenile hearings and the added pressures of his office k <br />being the basis for said request. Mr. Lynch further stated that a letter from him must be presented <br />in order that the machinery for the appointment of a Juvenile Court Judge could be set in motion, since <br />the Statutes so require. <br />Upon motion of Commissioner Ray, seconded by Commissioner Smith, and unanimously adopted, the <br />Clerk of Court was authorized to proceed with the filing of the necessary letter of release in order <br />that the responsibilities and duties of the Juvenile Court might be transferred from the Clerk of Court. <br />Don Matheson was present and discussion ensued concerning certain bills which were before the <br />Senate. Chairman Bennett informed Senator Matheson that Orange County was interested in House Bill <br />1005 which had been introduced by Arledge of Polk County. The bill reads as follows= <br />"To provide for control of roadside advertising devices adjacent to highways in Polk County." <br />(Authorizes Polk County Commissioners to promulgate and enforce regulations governing erection and <br />maintenance of all roadside advertising devices adjacent to national system of interstate highways <br />and primary and secondary N. C. systems in county. Provides commissioners shall consider promotion <br />of highway safety, convenience and enjoyment of travel, and shall formulate regulations prohibiting <br />advertising devices in protected areas, regulations to provide for signs within protected areas, to <br />provide for certain classes of signs and devices, to provide general rules, to provide for permits <br />and fees, and for removal of signs according to certain effective dates. Provides commissioners' <br />niles shall require any person, firm or corporation maintaining billboard or other advertising device <br />to secure permit from commissioners. Makes violation of regulations misdemeanor punishable in discre- <br />tion of court.) <br />The Board requested that Senator Matheson bring grange County under House Bill 1005 <br />Chairman Bennett stated that 0. David Garvin, of the District Health Department had contacted <br />him an behalf of Senate Bill 548, as this bill could mean additional funds for Orange County. Senator <br />Matheson stated that he would investigate said bill. <br />Upon motion of Commissioner Walker, seconded by Commissioner Smith, and unanimously adopted, <br />William C. Ray was re-appointed to the Orange County Welfare Board for a term of three years, effec- <br />tive July 1, 1965. <br />The following road petitions were approved and the clerk was.authorized to forward same to <br />the State Highway Commission: <br />Orange County Road #11956 <br />Old Lystra Road <br />S..-R. #1751 (Piney Mountain Road) <br />Upon motion of Commissioner Ray, seconded by Commissioner Smith, and unanimously adapted, <br />Preston Hogan was appointed to replace V. A. Hoyle on the County Planning -Board, and Bunn Pope and <br />Ors. Nellie Andrews were also appointed as members of said Board. The Clerk is to notify these per. <br />tons of said appointments. <br />G. Paul Carr, Superintendent of the Orange County School Unit, and the Orange County Board of <br />:ducation were present to review their proposed budget and to discuss school matters in general. <br />Paul Seibel, Community Services Consultant, presented the following names for consideration as <br />dditional members of the Orange County Advisory Committee which was established through the Economic <br />pportunities Act: <br />Jasper Allen Ma--vin Bradshaw Mrs. Hassier Gattis <br />Rachel Blackwood C.
