She said that a <br /> lot of this was done in pre-bond planning. She said the project level is about the construction <br /> process and project management is specific to each project. She said they will lay out a plan at <br /> the very beginning for the ten-year schedule of projects. <br /> Commissioner McKee asked who specifically will be outlining the ten-year schedule of <br /> projects. <br /> Jessica Killian said first is the county and the school districts and the second group is the <br /> program management office that will be contracted to run this. She said that it is a dual purpose <br /> we. <br /> Commissioner Fowler asked how the Woolpert Report fits into this because it was very <br /> expensive and detailed the needs. <br /> Jessica Killian said program management is about implementing those decisions. <br /> Commissioner Fowler asked who will be making sure that the projects align with the <br /> report. <br /> Jessica Killian said the report is a couple of years old and there may be tweaks needed. <br /> Travis Myren said decisions about projects will be made during the annual CIP process <br /> and if projects are inconsistent with the Woolpert Report, he assumed that the Board will not <br /> approve those for funding. <br /> Vice-Chair Hamilton asked how project management works with the CIP, changes in the <br /> environment, such as the cost of materials, and coordinating projects for cost-savings. <br /> Jessica Killian said program management looks at all of that, while project management <br /> focuses on one individual project. She said program management also involves planning ahead <br /> and taking construction changes into account so there is money for projects at the beginning, <br /> middle, and end. <br /> Commissioner McKee asked how to avoid blindly following the Woolpert report and the <br /> ever-evolving reality faced by the school districts. <br /> Travis Myren said that is why they will do an annual review of projects and make <br /> decisions based on the current needs. <br />
