PRIORITY 3 Housing for All 10 <br /> 6. Establish baseline and decrease by 5%the median amount <br /> of time it takes from first development permit application to <br /> certificate of occupancy issuance for housing developments <br /> by June 30, 2029. <br /> 7. Establish baseline and increase by 5%the awareness of <br /> available housing and rental assistance programs among <br /> county employees by June 30, 2029. <br /> 8. Increase by an average of 10%annually over 5 years the <br /> number of housing units repaired or rehabilitated. <br /> 9. At least 25%of Orange County Partnership to End Home- <br /> lessness, Housing Choice Voucher, and Affordable Housing <br /> Advisory Board Members are individuals who have experi- <br /> enced homelessness or housing insecurity themselves by <br /> June 2029. <br /> 10. Reduce the number of individuals who are unhoused by 10% <br /> per year, prioritizing protection from displacement. <br /> 11. Process 8 housing discrimination cases per year. <br /> 12.
