Draft 2025 SAPFOTAC Annual Report and 2578 <br /> Larger Scale Projection Worksheets Cy Stober, Director, 919-245-2575 <br /> PURPOSE: To receive the 2025 Annual Report of the SAPFO Technical Advisory Committee <br /> (SAPFOTAC) and transmit it to the SAPFO partners for comments before certification in June. <br /> NOTE: School Capacity Capital Investment Plan (CIP) Needs Analysis projects no new school <br /> system capacity needs in the next 10 years for elementary, middle, and high school levels for <br /> both Orange County Schools (OCS) and Chapel Hill-Carrboro City Schools (CHCCS). <br /> BACKGROUND: <br /> 1. Updates This Year <br /> School capacities were updated this year, as discussed in #5 below. There is intention to <br /> update the projection methodology, beginning with next year's report. As was presented <br /> at the December 10, 2024 BOCC meeting, either Carolina Demography at UNC Chapel <br /> Hill or the Operational Research and Education Laboratory (OREd) at NC State <br /> University will be contracted with to provide projection services. A letter was sent to the <br /> SAPFO partners in January informing them of this intended change and inviting <br /> comment, as is required by the SAPFO Memoranda of Understanding. Comments were <br /> requested by mid-March with the BOCC expected to decide on which consultant group to <br /> use in April. <br /> 2. Annual Report <br /> Each year since 2004, the SAPFOTAC Report is updated to reflect changing conditions <br /> of student membership and school capacity. This information is analyzed and used to <br /> project future school construction needs based on adopted level of service standards. <br /> There are two steps to the full report to keep the SAPFO system calibrated: Student <br /> Membership and Capacity is normally certified in the fall; and then the full annual report is <br /> produced the following winter/spring. At the February 4, 2025 BOCC meeting, the Board <br /> approved the November 15, 2024 actual Student Membership and Capacity numbers (i.e. <br /> first part) for both OCS and CHCCS. A draft of the full annual SAPFOTAC Report <br /> (Attachment 2) is complete and has been reviewed by the SAPFOTAC members. <br /> 3. SAPFOTAC <br /> The SAPFOTAC is comprised of representatives of both school systems, the Planning <br /> Directors of the County and Towns, and County Budget staff. It is tasked to produce an <br />
