The Certificate of Adequate Public Schools (CAPS) test is conducted during the <br /> approval process at a certain stage. Once students are enrolled in a school year, through annual <br /> reporting of student membership numbers, 10-year student projections can be updated to display <br /> future capacity needs in time to efficiently plan for future school capacity/construction requests. <br /> The SAPFOTAC continues to monitor and evaluate the demand and growth of residential <br /> development throughout Orange County as well as its affect on student membership rates.
