She said that a <br /> 4 lot of this was done in pre-bond planning. She said the project level is about the construction <br /> 5 process and project management is specific to each project. She said they will lay out a plan at <br /> 6 the very beginning for the ten-year schedule of projects. <br /> 7 Commissioner McKee asked who specifically will be outlining the ten-year schedule of <br /> 8 projects. <br /> 9 Jessica Killian said first is the county and the school districts and the second group is the <br /> 10 program management office that will be contracted to run this. She said that it is a dual purpose <br /> 11 "we." <br /> 12 Commissioner Fowler asked how the Woolpert Report fits into this because it was very <br /> 13 expensive and detailed the needs. <br /> 14 Jessica Killian said program management is about implementing those decisions. <br /> 15 Commissioner Fowler asked who will be making sure that the projects align with the report. <br /> 16 Jessica Killian said the report is a couple of years old and there may be tweaks needed. <br /> 17 Travis Myren said decisions about projects will be made during the annual CIP process <br /> 18 and if projects are inconsistent with the Woolpert Report, he assumed that the Board will not <br /> 19 approve those for funding. <br /> 20 Vice-Chair Hamilton asked how project management works with the CIP, changes in the <br /> 21 environment, such as the cost of materials, and coordinating projects for cost-savings. <br /> 22 Jessica Killian said program management looks at all of that, while project management <br /> 23 focuses on one individual project. She said program management also involves planning ahead <br /> 24 and taking construction changes into account so there is money for projects at the beginning, <br /> 25 middle, and end. <br /> 26 Commissioner McKee asked how to avoid blindly following the Woolpert report and the <br /> 27 ever-evolving reality faced by the school districts. <br /> 28 Travis Myren said that is why they will do an annual review of projects and make decisions <br /> 29 based on the current needs. <br /> 30 Commissioner McKee asked how those differences will be discerned. <br />
