Angel Barnes Page 3
25 February 2025

Task 2b – Courthouse Square: landscape architecture, planning, and site engineering services:
• Review and assess the current site features, trees, plantings, and hardscape of the
square as the first step to developing plans for improvements and enhancements.
• Develop a new long-range Master Plan for the square, to address all major areas of
concern, including but not limited to sidewalks, accessibility, lighting, seating,
plantings, interpretive signage, and drainage for the site and the building. This plan
will be developed through a public process that solicits and incorporates input from
major stakeholders (including Courts, Orange County, Town of Hillsborough, Arts
Council, Visitors Bureau, Historic District Commission, and advocates for
accessibility).
• It is understood that a minimum of three (3) public input meetings with community
stakeholders will be required as part of the preparation of the Master Plan for
Courthouse Square.
• The recommendations and work proposed in the approved Master Plan will be
implemented as part of the overall building and grounds improvement project as
funding becomes available.

JKOA will work with an Owner design committee which shall include but not be limited to
the Orange County Landscape Architect, the Orange County Cultural Resources
Coordinator, the Capital Projects Manager, the Capital Field Coordinator, and a
representative from the Courts Division.
