Angel Barnes Page 2 <br />25 February 2025 <br /> <br /> <br />Project Understanding <br /> <br />Orange County is initiating a major project to preserve and update the historic Orange <br />County Courthouse and make improvements to the surrounding Courthouse Square, located <br />in the heart of Hillsborough’s historic district. The Courthouse and Square are individually <br />listed on the National Register of Historic Places. The building is actively used for court <br />functions and offices for district court judges and court staff. <br /> <br />The stakeholders for this project include at minimum Orange County Staff, Judicial Staff <br />including judges and sheriff’s deputies, the Town of Hillsborough, the Historic Preservation <br />Board, and the Historic District Commission. <br /> <br />All work must be planned to coordinate with the schedule and requirements of the courts. <br />Proposed work must meet the Secretary of the Interior’s Standards. Plans must be reviewed <br />and approved by the Town of Hillsborough Historic District Commission and the Orange <br />County Historic Preservation Commission. <br /> <br />It is understood that the current approved budget for this project is for professional services <br />only. The amount approved by the Board of County Commissioners is $165,000.00 for <br />professional services. The current CIP budget as found online on the county website shows <br />a total of $770,000, which is based on numbers that date back to 2016 and have not been <br />adjusted for inflation or other construction cost increases, etc. <br /> <br />This project consists of the following major components: <br /> <br />Task 1 – Initial Assessment and Cost Estimating: <br />• Gather enough information to develop a complete, comprehensive picture of the <br />entire project, including building preservation needs, structural issues, general site <br />improvements, and landscaping/planting. <br />• It is understood that a hazardous materials survey and assessment will be required as <br />part of the initial assessment scope of work. <br />• Provide prioritized recommendations and cost estimate by line item based on the <br />initial assessment. <br /> <br />Task 2a – Historic Courthouse Building: architectural and engineering services: <br />• Exterior: preservation of historic brickwork, stone, and woodwork, including <br />important structural issues in the tower and the brickwork at the southeast corner. <br />• Interior Preservation and Accessibility: preservation/restoration of historic features, <br />enhancements to accessibility and safety, and upgrades to electrical, audio-visual, and <br />lighting to meet court requirements while preserving its historic character. <br />• It is understood that the existing fire alarm system was installed in 2016. The fire <br />alarm system shall be replaced as a part of the interior renovations.
