17 <br />Revised 01/24 <br />Attachment B - Description of Basic Services <br /> <br />Initial Assessment and Cost Estimating <br />1. Kickoff Meeting (virtual): At the beginning of the project, JKOA will participate in a virtual kickoff meeting to coordinate proposed <br />study activities, identify roles and responsibilities for project team members, and confirm the needs and issues to be addressed. <br />2. Archival Documentation Review: JKOA will review archival documentation and previous studies provided by Orange County. <br />3. Interviews: JKOA will conduct interviews with project stakeholders and others identified by Orange County. <br />4. Photogrammetry and Recordation Drawings and Photographs: JKOA will coordinate with APC to perform a complete photographic <br />survey of the exterior and interior of the historic Orange County Courthouse. Use of a sUAV (drone) for aerial photography is not anticipated <br />at this time. This documentation will be used by Aaslestad to create an accurate, three-dimensional, pointcloud in RECAP format. This model <br />will be used by Aaslestad to create a series of accurate existing conditions drawings in AutoCAD format. Drawings to include: <br />i. Roof plan <br />ii. Elevations (4) <br />iii. Floor plans (3) <br />iv. Sections (3) <br />v. Details (as required) <br />5. Site Survey: Using the AutoCAD base drawings produced by APC, the JKOA team will confirm existing conditions and document <br />specific details and areas of deterioration. The building investigations will be non-destructive in general. No historic material will be removed <br />or dismantled, unless noted below. Orange County shall provide an extension ladder for use in JKOA’s building investigations. <br />6. Materials Analyses: Slater will procure samples of mortar, plaster, paint and other historic finishes and perform laboratory analyses of <br />these samples, on which the restoration specifications would be based. <br />7. Hazardous Materials Survey and Assessment: JKOA will coordinate with ECS to prepare a hazardous materials survey and <br />assessment of the historic Orange County Courthouse. <br />8. Condition Assessment: JKOA will prepare a brief letter report summarizing the assessment process, observations, and preliminary <br />findings and recommendations. <br />9. Preliminary Findings & Recommendations Meeting: JKOA will participate in one (1) meeting with the Owner design committee to <br />review preliminary findings and recommendations. <br />10. Coordination Meeting with Courts Master Plan Team (virtual): JKOA will participate in one (1) virtual meeting with the Courts <br />master plan team in order to coordinate efforts. <br />11. Draft Assessment Report: JKOA will prepare a draft of the Assessment Report. <br />12. Preliminary Cost Estimate: JKOA will coordinate with Huss to prepare a preliminary cost estimate based on the draft Assessment <br />Report. <br />13. Draft Report Presentation: JKOA will participate in one (1) meeting with the Owner design committee to present the draft Assessment <br />Report and preliminary cost estimate. <br />14. Final Assessment Report: JKOA will prepare a final Assessment Report based on comments received from the Owner design <br />committee. <br />15.
