3. The information presented during the public hearing must: <br />a. Identify the problem <br />• Address failing on-site septic system failures in residences and churches along <br />Buckhorn Road from West Ten Road to I-85/40 and from I-84/40 to Norfolk- <br />Southern Railroad. <br />• Provide basic sewer infrastructure for the new middle school on West Ten Road <br />and for the southern portion of the Buckhorn Road Economic Development District <br />(EDD) <br />b. Discuss the solution to the problem <br />• Install a gravity sewer collection system -connected to the existing City of <br />Mebane sewer collection system just east of the GE Plant on Industrial Drive - <br />along Buckhorn Road between I-85/40 and Norfolk-Southern Railroad. <br />• Install a gravity sewer collection system -connected to the existing City of <br />Mebane sewer collection system at the PetroMart -between I-85/40 and West <br />Ten Road. <br />• Construct a wastewater pumping station on the site of the middle school on West <br />Ten Road at the confluence of all drainage channels from the Buckhorn Road <br />EDD and the school site. <br />• Construct a sewer farce main (not a sewer service line) from the pumping station <br />to the end of the new gravity sewer line on Buckhorn Road near the intersection of <br />Buckhorn Road and West Ten Road. <br />c, Identify the amount of the anticipated loan or grant and projected costs <br />• Orange County has been awarded, through the efforts of the Board of County <br />Commissioners and Congressman David Price, two State and Tribal Assistance <br />Grants (STAG) -one for $900,000 and one for $500,000, <br />• Once grant administrative fees are paid to the Construction Loans and Grants <br />Section of the NC Division of Water Quality (DWO), the net grant funding <br />available is approximately $1,365,000. <br />• The consultant's (Coulter ,Jewell Thames) cost estimate for this portion of the <br />project is $1,424,047, not including engineering casts (estimated $175,000 with <br />construction administration/inspection). A detailed construction cost breakdown is <br />provided on pages 20-22 in the Preliminary Engineering Report. <br />• The funding is a 55%/45% match, with the local (Orange County) share being the <br />45% match. <br />• The grant funding for sewer construction in the Efland and Cheeks communities <br />was initially intended to provide far a single project providing sewer extension in <br />the Buckhorn EDD/Community area and in central Efland, Time constraints <br />associated with providing utilities for the middle school on West Ten Road (for an <br />August 2006 opening) caused the overall project to be split into two components - <br />the Buckhorn Road project and the Central Efland project, The Central Efland <br />project is anticipated to run approximately 5 months behind the Buckhorn Road <br />project. Funds remaining from this -the Buckhorn Road -portion of the project <br />will be applied to Central Efland portion of the project. <br />
