ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 13, 2005 <br />Action Agenda <br />Item No. g - q <br />SUBJECT: Public Hearing far Buckhorn Road EDD/Community Water/Sewer Project <br />Engineering Report <br />DEPARTMENT: County Manager <br />PUBLIC HEARING: (Y/N) Yes <br />ATTACHMENT(S): <br />Engineering Report (under separate <br />cover) <br />Project Timetable <br />INFORMATION CONTACT: <br />Paul Thames, 919-245-2303 <br />PURPOSE: To held a public hearing on the Engineering Report for the sewer expansion <br />portion of the Buckhorn Road EDD/Community Water and Sewer Expansion Project. <br />BACKGROUND: The process for State and Tribal Assistance Grants (STAG) funded projects <br />such as the Buckhorn utility project involves a requirement that a public hearing be held on the <br />Preliminary Engineering Report. The primary purpose of the hearing is to advise potential <br />customers of the funded utility project as to the cost of a typical utility bill (generally about 5000 <br />gallons per month). The requirements for the hearing and for reporting the outcome of the <br />public hearing to the funding agency are as outlined below: <br />Public Participation <br />1. One public hearing, with a 2-week notification, is required. <br />• A copy of the Engineering Report should be available far review by the public at <br />least 2 weeks prior to the public hearing <br />An advertisement for the hearing shall be placed in a newspaper having local area <br />circulation, and should include the following information: <br />• Identify the time and location of the public hearing <br />• Advise when and where a copy of the Engineering Report can be reviewed <br />• Provide a brief description of the proposed project <br />• Advise how much funding is required and identify the source of funding <br />
