Increase enrollment of Medicaid eligible residents by 1%(200 <br /> individuals)annually through Fiscal Year 2028-29. <br /> 3. Increase by 2%annually the number of individuals deflected or <br /> diverted from criminal legal system involvement, by referring <br /> individuals to the Criminal Justice Resource Department <br /> deflection and diversion programs. <br /> .� 4.
