The proposed rezoning is: <br />FROM: AR (Agricultural Residential) <br />TO: REDA-CD-1 (NC Highway 57 Speedway Area Rural Economic <br />Development Area Conditional District) <br />BACKGROUND: A Conditional Zoning Atlas Amendment application (Attachment 1) was <br />received proposing to rezone approximately 11.22 acres of an 80.52-acre parcel located at 9900 <br />NC 57, Rougemont. The Staff Report in Attachment 2 contains additional information, maps, <br />and analysis in regard to the application’s consistency with County-adopted plans. Approval of a <br />site-specific plan is part of the conditional district rezoning process, and the site plan and any <br />agreed-upon conditions are binding to the development permitted for the zoning district. <br />Basic Review Process: A conditional district rezoning application requires submission of a site <br />plan and other documents, in accordance with Section 2.9.1(C) of the UDO. Sections 2.8 and <br />2.9 of the Orange County UDO require the following review: <br />•FIRST ACTION – Applicant holds a Neighborhood Information Meeting (NIM). <br />Staff Comment: The NIM was held on December 30, 2024 at 10:00 a.m. at the <br />Orange County Main Library. <br />97 <br />9
