MEETING MINUTES 1 ORANGE COUNTY PLANNING BOARD 2 <br />FEBRUARY 5, 2025 3 <br />REGULAR MEETING 4 <br /> 5 <br />MEMBERS PRESENT: Adam Beeman (Chair), Cedar Grove Township Representative; Lamar Proctor (Vice-Chair), Meg 6 <br />Millard, Little River Township Representative; Statler Gilfillen, Eno Township Representative; Beth 7 <br />Bronson, At-Large Representative; Charity Kirk, At-Large Representative; Chris Johnston, 8 <br />Hillsborough Township Representative; Delores Bailey, At-Large Representative; Liz Kalies, 9 <br />Chapel Hill Township Representative. 10 <br /> 11 <br />MEMBERS ABSENT: Whitney Watson, At-Large Representative; Steve Kaufmann, Bingham Township Representative. 12 <br /> 13 <br />STAFF PRESENT: Cy Stober, Planning & Inspections Director; Perdita Holtz, Deputy Director – Long Range Planning 14 <br />& Administration; Jack Moran, Planning Technician. 15 <br /> 16 <br />OTHERS PRESENT: None 17 <br /> 18 <br />AGENDA ITEM 1: CALL TO ORDER AND ROLL CALL 19 <br /> 20 <br />The meeting began at 7:02 PM 21 <br /> 22 AGENDA ITEM 5: PUBLIC CHARGE 23 <br /> 24 <br /> INTRODUCTION TO THE PUBLIC CHARGE 25 <br /> The Board of County Commissioners, under the authority of North Carolina General Statute, 26 <br />appoints the Orange County Planning Board (OCPB) to uphold the written land 27 <br />development law of the County. The general purpose of OCPB is to guide and accomplish 28 <br />coordinated and harmonious development. OCPB shall do so in a manner, which considers 29 <br />the present and future needs of its citizens and businesses through efficient and responsive 30 <br />process that contributes to and promotes the health, safety, and welfare of the overall 31 <br />County. The OCPB will make every effort to uphold a vision of responsive governance and 32 <br />quality public services during our deliberations, decisions, and recommendations. 33 <br /> 34 <br /> PUBLIC CHARGE 35 <br /> The Planning Board pledges to the citizens of Orange County its respect. The Board asks 36 <br />its citizens to conduct themselves in a respectful, courteous manner, both with the Board 37 <br />and with fellow citizens. At any time, should any member of the Board or any citizen fail to 38 <br />observe this public charge, the Chair will ask the offending member to leave the meeting 39 <br />until that individual regains personal control. Should decorum fail to be restored, the Chair 40 <br />will recess the meeting until such time that a genuine commitment to this public charge is 41 <br />observed. 42 <br /> 43 <br />Adam Beeman: One thing I just want to pass along before I roll off and hand off the reins to whoever 44 <br />becomes the new chair and vice chair. I was at a Generac conference 2 weeks ago, and 45 <br />they were talking about power needs in America. 50 percent of all the transformers in this 46 <br />country are 48 years and older. We have increased our rates 30 percent since 2020, and 47 <br />the government comes out every 5 years with a forecast of what they expect the power 48 <br />demand to be. In 2024 they came out; I think that it was 67 gigawatts of future growth. At 49 <br />the end of 2024, they revised that to 137 gigawatts of growth. In 1 year. 50 <br /> 51 <br />8
