December 20, 2024 <br />NOTICE OF NEIGHBORHOOD INFORMATION MEETING (NIM) <br />Non-Residential Conditional District Rezoning Application: <br />MA24-0005 (Cedar Ridge High School Conditional Zoning) <br />Dear Cedar Ridge High School neighbors: <br />On behalf of Orange County and in my capacity as Planning Director, I have initiated a Non- <br />Residential - Conditional District Rezoning Application to bring the existing Cedar Ridge High <br />School campus property into conformance with the county’s Unified Development Ordinance <br />(UDO) and allow for additional campus structures. As required by the UDO Section 2.9, you are <br />receiving this letter because you own property within 1,000 ft. of this parcel (see table for details). <br />Property Information <br />Parcel ID Numbers (PIN) 9863-28-1858 <br />Owner Orange County <br />Applicant Orange County c/o Cy Stober, Planning and <br />Inspections Director <br />Location Cedar Ridge High School Campus <br />1125 New Grady Brown School Road <br />Acreage +/- 69.58 <br />Zoning (Current) Rural Residential (R-1) <br />Zoning (Proposed) Non-Residential – Conditional District (NR-CD) <br />Watershed Designation Lower Eno River Unprotected <br />What is being proposed? <br />Orange County, in coordination with Orange County Schools, is seeking a rezoning of the Cedar <br />Ridge High School property from R-1 (Rural Residential) to NR-CD (Non-Residential – <br />Conditional District). The rezoning will correct the legal nonconformity of the school being in this <br />zoning district, which was created when Orange County amended its UDO text in 2021 and <br />disallowed schools in the R-1 district. Approval of this site-specific zoning application will 1) <br />bring the property into conformance, recognizing its existing development footprint as site-specific <br />conditions; 2) allow for improvement of the property within a development envelope; and 3) create <br />conditions for further school-related improvements to be approved administratively unless they <br />present a deviation from the zoning standards or are a special use, as defined in the Orange County <br />UDO. Approval of this zoning application is necessary for approval of all additions and external <br />improvements to the existing buildings and structures, including the pending construction of an <br />1,350-square foot agricultural building east of the main school structure. <br />Attachment 4 59
