Environmental Assessment (EA) <br />An Environmental Assessment is not required as part of a Major Subdivision application. However, an <br />Environmental Assessment was submitted as part of the Conditional Rezoning review process in 2022. At <br />that time, Planning and DEAPR staff reviewed the materials and issued a determination of “Finding of No <br />Significant Impact (FONSI)” as required in Section 2.25.1(B)(5) of the UDO. This determination <br />eliminated a requirement for the applicant to provide a more detailed Environmental Impact Statement as <br />outlined in Sections 2.25.2 and 6.16.4 of the UDO. <br /> <br /> <br />Review Milestones <br /> <br /> <br /> <br />Analysis <br />Staff Analysis <br />As required under UDO Section 2.15.3, the Planning Director shall submit a written analysis of the <br />application and recommendation for the Planning Board. In analyzing this request, the Planning <br />Director offers the following: <br />1. The application has been deemed complete in accordance with the requirements of Sections <br />2.2 and 2.15.3 of the UDO. <br />2. Staff has determined that the property is of sufficient size to support the proposed subdivision. <br />3. Staff has determined that the preliminary plat should conform with the development standards <br />of Article 6 and the subdivision standards of Article 7 when refined as a preliminary plat. <br />4. Staff supports the approval of the flexible development option contained in Attachment 1. <br /> <br />Solid Waste <br />This conditional zoning district requires that development on the property conform to the Orange County <br />Solid Waste Management Ordinance.
